Dignity Act of 2025 (H.R. 4393)


The efforts of John Haines and his team worked with Rep Ron Kind (D-WI-3) to present HR 4522 to the United States House of Representatives on July 19, 2021.

This bill will make changes to the current Immigration and Nationality Act and would provide for the admission of certain sons and daughters of citizens of the Unites States, which citizens served on active duty in the Armed Forces of the United States abroad, and for other purposes.

Now there is a growing effort to add HR 4522 to the Dignity Act of 2025 (H.R. 4393).

Dear Representative _________________________

I, (constituent, veteran, father, family member, etc.), request that The Dignity Act of 2025 (H.R. 4393) be amended to include the Uniting Families Act of 2021 (H.R. 4522). Addition of the Uniting Families Act would rectify those who were excluded from the Amerasian Homecoming Act of 1988. Enhancing The Dignity Act of 2025 by including this act would establish a nonimmigrant visa category for the adult alien children of a U.S. citizens who served in the Armed Forces. 

An estimated 15,000 Filipino Amerasian children were left behind following the U.S. military’s withdrawal from the Philippines in the early 1990s. These children, born to Filipina mothers and American military fathers, often faced systemic neglect and social stigma. Their abandonment coincided with a series of dire environmental catastrophes, including the catastrophic 1991 eruption of Mount Pinatubo, which devastated Central Luzon. This compounded their vulnerability, leaving them with minimal institutional support and exposing them to long-term socioeconomic hardship.

In 2020, multiple U.S. based organizations started to provide hundreds of Filipino Amerasians the opportunity to confirm and find their biological father with commercial DNA testing and free genetic genealogy services. In addition, the organizations are contacted by fathers, aunts, uncles, half-siblings, and other family members who are searching for Amerasian children left behind in the Philippines.

Amending H.R. 4393 to include the Uniting Families Act would allow the biological father and/or American siblings who have accepted financial responsibility to sponsor their DNA proven child/sibling while the applicant’s status is adjusted to the status of an alien lawfully admitted for permanent residence. Without the change, Filipino Amerasian adult children and their American military father and family members will not have the opportunity to be united.

The United States military ethos is to leave no man behind; this should include their children. Extending that same commitment to the children of service members, especially those who are left vulnerable due to their father’s departure is a logical and moral continuation of that principle.
